Our dedicated team, comprised of bicultural and bilingual personnel, has accomplished
various core competencies in Iraq, Dubai, and the United States. Our staff members
have experience in everything from client relations, accounting, management, procurement
to construction.

strategic partners provides our clients with the very best of service on a project-by-project
basis meeting our clients’ schedules, budgets, and expectations.
AWI, Chairman and Chief Strategy Officer
Abathar Al-Juboori
Abather Al-Juboori is the chairman and cheif startegy officer of AWI. Mr. Al-Juboori was appointed to
this position in December 2012, after serving over two years as a managing member for
AWI. During the past seven years Mr. Al-Juboori was responsible for applying modern
processes & technology and leading the growth of AWI’s workforce solutions,equipment
rental and maintenance, procurement and logistics, and construction services.
Over the past 10 years, Mr. Al-Juboori has held a series of leadership roles in
operations, business development and business management within AWI and its affiliated
companies. During this time, he has been responsible for leading the development
and growth of domestic and international partnerships serving both commercial and
government customers.
Mr. Al-Juboori is a strong believer in the ability of Iraqis to rebuild and enhance
their country. In support of these beliefs, Mr. Al-Juboori has established a career
development program for the top 10 graduates from selected colleges. Each candidate
is enrolled in a talent challenge while studying Computer Science and English. The
candidates are then eligible to compete for employment opportunities in AWI.
AWI, President
Evan Weiss
Mr. Weiss joined AWI in 2013. He has over 25 years experience working in similar
businesses and industries to AWI. For the last 15 years, Mr. Weiss held a variety of
senior executive and leadership roles.
Mr. Weiss graduated from LaSalle University with a degree in Business Administration.
Immediately after college he joined Day & Zimmermann. Over a 22 year career at
Day & Zimmermann, Mr. Weiss led numerous contracting business units and JV's,
both domestically and internationally. The industries covered include engineering,
construction, security services, logistics services and maintenance, construction and
turnaround services to the up and downstream segments of the oil and gas industry.
While with Day & Zimmermann, Mr. Weiss was responsible for the International Security
and Logistics business known as SOC. This business was focused on providing
Security and Logistics services in Iraq and Afghanistan to the Department of Defense.
During his tenure with SOC, he led the growth of the company from 2,200 employees
and contractors to over 11,000.
Immediately prior to joining AWI, Mr. Weiss was President of Transfield Services US
Resources and Energy business. This business was focused on providing construction,
maintenance, turnaround and specialty services to the oil and gas industry in both the
up and downstream segments. Customers included BP, Chevron, ConocoPhillips,
ExxonMobil, Marathon Oil, Tesoro, Valero and numerous other oil and gas companies.
AWI, Procurement Director
Ilham Rashid Alazawi
Ilham Alazawi is the Procurement Director for AWI. Her international business
experience, brings a solid approach to planning, directing, and problem solving
ensuring the day-to-day operations operate in the most efficient and cost effective
manner.
Over the past 30 years, Ms. Alazawi has held several leadership roles in business
development, project management, as well as design and planning engineering. Ms.
Alazawi began her career working for the Universities of Tripoli and Begnhazi where
she obtained invaluable experience as she supervised the day-to-day operations of
both physical and computer labs, participated in computer committees designing and
developing software for use by the university, and assisting academic staff, faculty,
and students. To date, Ms. Alazawi has successfully completed projects and has worked
within organizations including those within the Iraqi Government, construction industries,
and education institutions.
AWI, Vice President of Finance
John C. Hikins III
John C. Hikins III is the Vice President of Finance for AWI. Mr. Hikins has 17 years
of accounting, finance and pricing experience in both the commercial and government
business sectors. He worked for SOC International Security and Logistics as the
Director, Business Management and Pricing. During this time, his significant contributions
resulted in numerous contract awards in Iraq and Afghanistan.
Prior to joining SOC, Mr. Hikins worked for Day & Zimmermann Inc. for 14 years covering
various aspects of accounting and pricing. Mr. Hikins supported a Mentor Protégé
program of a Native Hawaiian company which included projects at Groton Naval Station
in Connecticut and Pearl Harbor Naval installations in Hawaii.
AWI, Vice President of Operations
Ghaith Abdullah
Ghaith M. Abdullah is the Vice President of Operations for AWI. His operational and project
management skills bring a solid approach to leading, directing, and problem solving
for customers to successfully complete their projects. His broad based experience
combined with in-country knowledge has provided clients with quality genuine parts
and the highest level of laborers to meet or exceed expectations.
Over the past six years, Mr. Abdullah has held several operational and management
roles emphasizing logistics, cost control, safety and quality control to ensure
all contract specificities are met. To date, Mr. Abdullah has successfully completed
several projects and possesses a high level of software application knowledge ensuring
auditing and reporting efforts are completed in an accurate and timely manner.
AWI, Director of HSE and Compliance
Toby Baker
Mr. Toby is AWI’s Director of HSE & Compliance and oversees implementation and
auditing all of the Health, Safety, Environmental, regulatory and contractual compliance functions.
For the past five(5) years , Toby has developed and managed HSE and Compliance programs, covering
over 35 locations throughout the harshest environments of Iraq. He has successfully operated and
closed out multiple US Government contracts without any major compliance concerns.
Toby has mobilized projects and developed ongoing compliance systems throughout the oil and gas
sector in the Basra Oil and Gas sector with clients from ExxonMobil, ENI, Halliburton and Schlumberger.
Toby has a Bachelor of Science from the University of North Texas in Emergency Administration
and Planning, with emphasis on contingency planning.
